Heat oven to 400 degrees. Mix chili and tomatoes in 2 qt. casserole. Heat in oven 10-15 min. while preparing topping. Empty muffin mix into small bowl. Add onion flakes to milk. Let sit a minute or two. Add parsley flakes to muffin mix. Batter will be slightly lumpy. Spoon batter over hot chili. Return to oven and bake 25 min. To serve, spoon into soup bowls.
